I tried to exchange a 16' tape, models and warranties changed, was told to contact the manufacturer. Google Kobalt and what do you get?

Lowe's as the supplier, followed by nothing but complaints. So, now what?

What was wrong with the tape? The warranties are against manufacturers defects.

The warranties do not cover damage.

If you took a tape in with the tip ripped off it wouldn't be covered under warranty as it was damaged, not defective. Far too many people try to abuse warranties trying to exchange items that are not truly defective.
