Lowes has a history of not paying rebates or sending bonus items. The consumer threads are full of disgruntled customers.

Often stores hire companies that get paid depending on how much money they can save a chain by beating people out of the rebates they were promised. This has been the subject of litigation which has resulted in customers receiving their losses back.
